First, head to the Xizhi district, east of the famous Taipei 101 tower, well past the Nangang MRT station. Basically, take a scooter or car to the top of the mountain. It’s a beautiful view ~and probably too high for most people to walk, especially if you’re carrying water on the way down.
At the top, there is a Temple and a restaurant, and children play area. You want to make your way even further up the mountain, going southward, on the road (not the footpath). See the map.
When you pass the big white Buddha statue (see the photo), you are only a few minutes away! You will about a half-dozen different pipes protruding from the rocks, each of them flowing at different speeds. If you drive 5-7 minutes further down the road, there are a few more pipes from which to fill your water buckets!
