This is an overflow of a private reservoir.

While the spring is freely accessible I recommend asking the owner (about 300 meters lower – Kumen 55) beforehand (because it’s polite).

Just follow the road few meters into the treeline then on the righthand side you’ll see (and hear) the pipes.
